How would Iraq actually know that Kuwait had done this?  Did they have any evidence, or was this just a hunch?

The problem was that about 10% of the Ramalla field was in Kuwait and the rest in Iraq.  At the time, Iraq believed that Kuwait was attempting to meet its quota primarily pumping from the Ramalla field and this was considered unfair.  Unfortunately, borders were not set in the past to take into account oil fields -- by the way, does this not once again serve as a lesson of what can happen -- will we be seeing more oil (resource) wars - consider the ominous developments with Iran?
