The EIA has been 0,3 mb or more below the IEA as many months as not since July 2005, and there have been no months where the difference was as substantial in the other direction.
I don't know of an earlier period where a systematic bias seemed to be appearing like that.
And as you noted, Stuart, the EIA almost always used to revise downward, but the last couple have not been downward.
So one wonders a little bit whether the EIA people have got a memo to highball everything.
