Re propane: Whilst theoretically this should be "cheap and in surplus," pricing - for some reason - looks a little more robust than ngas. Propane (wholesale) price spiked to $1.20/gal during Katrina panic, then declined to around 90 cents in March, and has been marching northward sine then to now $1.09, a 21% increase while ngas has floundered. I'm not clever enough to do a ngas-propane overlay chart, perhaps someone could, but there seems to be some sort of price disconnect in the last three months. (I burn nearly 3K gallons of this stuff a year for heat, hot water, and cooking. When I got one delivery last winter at $3.00/gal it sure caught my attention!)
3000 gallons?  Yikes!  Get some insulation!  My house (in Vermont) only uses about a half of that.  (And that's if I don't use any firewood - use that chainsaw...)
Solar water heating should cut your summer, spring & fall  water heating bill to near zero, and significantly cut your winter water heating bill.

A larger solar water heating project could supply some hydronic heat to supplement your propane & wood heat. especially on clear days.
