A hypothesis:  the HL method is the best way to predict the peak for a region and the PFL method may be the best way to predict  the URR for a region, or at least the range of possible URR's for a region.

That's a good summary, the PFL could eventually help reduce uncertainty of the HL by providing an URR range.
