At least in Australia, >90% of cars are parked overnight within 10 meters of a 220v electric outlet. I can see the value of having additional outlets in shopping centers, but not if it also means having to rent batteries/or EV's.
However 10% of the times cars aren't left at home overnight - and not having battery swap or public recharge locations makes travelling away (or even travelling frequently or sharing a car between several people) much more problematical.
The Better Place scheme solves this fundamental problem.
